Pet Stroller Compliance Basics

There is no dedicated "pet stroller" standard

This surprises most first-time buyers. Unlike children's carriages, pet strollers are not covered by a single, purpose-written international standard. In practice, the market treats them as wheeled consumer products, and buyers borrow test criteria from adjacent categories.

What EN 1888 does and does not mean here

EN 1888 is the European standard for wheeled child conveyances. It covers stability, braking, folding mechanism safety, entrapment hazards, and load testing. Because the physical risks of a pet stroller are similar — a folding frame that collapses on a paw, a brake that slips on a slope — many buyers ask suppliers to test pet strollers against EN 1888 clauses as a benchmark.

What it does not mean: EN 1888 is not a legal requirement for pet products in the EU. It is a reference. A supplier claiming "EN 1888 certified" for a pet stroller should be able to show you the actual test report, the issuing laboratory, the tested model number, and the date. Ask for all four.

Other requirements that do apply

• General Product Safety — in the EU, the General Product Safety Regulation requires that consumer products placed on the market are safe, regardless of whether a specific harmonised standard exists.
• REACH and, for electrical accessories, RoHS — relevant to coatings, fabrics and any added lighting or electronics.
• US market — pet products generally fall under CPSC jurisdiction for general-use products; state-level requirements such as California Prop 65 warnings apply to listed substances.
• Packaging and labelling — country-of-origin marking and, in many markets, recycling symbols on the carton.

The overclaiming trap

The most common compliance problem in this category is not a failed test — it is a marketing claim that outruns the paperwork. Listing certifications on a website or a retail listing that the factory cannot document is a real exposure, both in customs and in a product liability dispute.

A safer approach: state which standard the product was designed and tested with reference to, name the laboratory that issued the report, and make the report available to buyers on request. If your brand name needs to appear on the certificate, arrange your own independent submission through a third-party laboratory.
